Pamela I. Hanover’s practice includes general counseling of local government clients and counseling on public finance matters in both the public and private sectors.

She has extensive experience in connection with economic development incentive programs, housing finance programs, urban renewal tax increment financing transactions and urban redevelopment and tax abatement projects. Ms. Hanover assists in a variety of municipal and governmental law matters. She is knowledgeable in the use of credit enhancement devices such as letters of credit, variable and flexible interest rates, and multimodal structures. Ms. Hanover routinely serves as bond counsel for a wide range of public finance issues, including traditional issues and conduit revenue issues. She also has experience as bank counsel in the underwriting and placement of tax-exempt securities.

Ms. Hanover has been listed in The Best Lawyers in America each year since 2007.

Ms. Hanover is a member of the National Association of Bond Lawyers and chair of the Legislative Committee of the Ohio Conference of Community Development.
